He chaired the Florida Baptist Children's Home Committee for the association and was clerk of the association 1958-61, then serving three years as moderator (the association is the sub-state regional body of Baptist congregations). Jefferson Co., FL Deed Book NNN, pp. 431-433 recorded 16 September 1952 an indenture from William and Eulee conveying 787 acres of the Scruggs farm with the provision that "The families with relations now buried in the Scruggs Cemetery shall have a direct easement for travel, conveniently located, to continue the use and keep in repair, said cemetery." The 22 June 1910 federal census in Jefferson Co., FL lists William in his step-mother Mani's household and as a clerk in a dry goods store. The 1920 federel census lists him as "Willie" in his step-mother's family as a teacher in a day school

He was born in Bangor on April 22, 1929, one of five sons of Samuel Schoppee Silsby M.D. and Ella Mae( Shorey) Silsby. He graduated from Bangor High School in 1947, where he lettered in Track; from the University of Maine at Orono with a BS in Biology in 1951, where he was a member of Phi Eta Kappa Fraternity, played Freshman Football, and lettered in Track; and from the Boston University School of Law in 1954, where he received an LLB degree. He served in the United States Army from 1954 through 1956. He completed Basic Training at Fort Dix, New Jersey, and Advanced Training as an Artillery Survey Specialist at Fort Sill, Oklahoma. He then served a 16 month tour of duty in Korea. He was in the general practice of law in Bangor from 1956 to 1960. He then took employment in Boston with the U.S. Treasury Department Chief Counsel's Office from 1960 to 1967, where he became a Senior Attorney. During his employment with the Treasury Department, he took night courses in the Boston University Graduate Tax Program, and earned a Master's Degree in Taxation in 1965. He and his family moved to his wife's home town of Ellsworth in 1967, where he practiced law from 1967 to 1995, when he retired. Mr. Silsby was a Director of MSAD 66, was elected to the Ellsworth School Committee and served as its Chairman, and was elected twice to the Ellsworth City Council and served as Chairman and honorary Mayor. He was twice elected to the State of Maine Legislature, representing House District 41, consisting of Ellsworth, Hancock, and Sullivan, in the 108th and 109th Legislatures where he served on the State Government and Judiciary Committees. Mr. Silsby is survived by his beloved wife of fifty-eight years, Elizabeth (Backman) Silsby; and by three children and their families: James A. Silsby, Jr. and wife Carol of Ellsworth, their children CPT James A. Silsby, III (USA) and wife Jessica of Waipahu, Hawaii, and CPL Charles R. Silsby (USMC) of Portland; Mary S. Newman and husband Robert of Gouldsboro, their children Robert M. Newman of Portland and Brandon P. Newman of Wakefield, Massachusetts; and Raymond S. Silsby of Ellsworth and his children Sarah L. Silsby of Denver, Colorado, and Rebecca E. Silsby of Ellsworth. Mr. Silsby had four beloved brothers, and was predeceased by brothers Samuel S. Silsby Jr., Carl T. Silsby, and Paul S. Silsby, and is survived by his brother David S. Silsby of Manchester, Maine, as well as several cousins, and many nieces and nephews.

"The Ellsworth American [Ellsworth, Maine], 14 November 2022": "Milbridge - Madelyn Dorothy Strout Phinney passed away with family by her side on Oct. 19, 2022. Shortly after her passing, a brilliant double rainbow overhead gave solace and comfort to family and let us know she was reunited with Charlie, the love of her life.
'For it matters not, how much we own, the cars...the house...the cash. What matters is how we live and love, and how we spend our dash.' Madelyn Phinney not only lived her dash to the fullest, but she also spread her spirit to everyone who knew her. She should be as 'proud of the things they say about how she lived her dash' as her family and friends are. Madelyn Strout was born August 2, 1928. She grew up in Milbridge, the daughter of John Ezra Strout and Estella Strout (Ray). She married the love of her life Charles (Charlie) Phinney on New Year's Eve 1946 and were married for a wonderful 74 years. They were partners and soulmates for life. Madelyn helped support her family with her hard work in the shoe shop, as a supportive Mom and wife moving around the state as Charlie worked for Bridge Construction, and as Charlie's partner operating Phinney's Exxon for 20 years. The impact that Madelyn had on her family and community cannot truly be put into words. Her commitment was unwavering. Both her and Charlie were respected members of their community. Her love for Eastern Star was something she held very dear, as were the people she met there. She enjoyed traveling to events around the state with Charlie and their friends, and she never missed a chance to fill in an office when she did.
She and Charlie were both heavily involved with the Milbridge Merchant's Association and the Milbridge Alumni Association. Madelyn was a member of the Milbridge/Wyman United Methodist Church for many years and that was an important part of her life. Family was her life and she devoted her time and energy into that every day, making them a priority. Even after retirement, she wanted to stay active and busy. They found happiness during the winter months in the warm temperatures of Florida. It was difficult being away from family, but their time at the Rainbow Village was priceless to them. Madelyn was predeceased by her husband, Charlie, their son, Woodrow Phinney and wife, Bette, of Norridgewock; and her brother, Woodrow Strout and wife, Min. She is survived by her daughter, Linda Willey and her husband, Wayne, of Milbridge; grandchildren, Charemon Davis and husband, Rick, of Cherryfield, Scott Phinney of Bowie, MD, Wanese Lynch and husband, Chuck, of Ellsworth, Bob Phinney of Clinton MD, and Travis Willey and his wife, Nicole, of Milbridge. She had eight great-grandchildren, Austin Ronco and his fiancée Kate Dickens, Abby Lynch, Logan Staples, Cole Willey, Madelyn Willey, Aaron Lynch, Sophia Lynch and Charles Willey; plus many nieces and nephews."
